| Purpose |
| The purpose of this program is for the Detroit
Lakes Public Utility to offer its electric customers top quality electric water heaters
which are among the most energy efficient on the market and to allow the Utility to load
manage these heaters during times of peak system demand whereby the Utility can continue
to offer very competitive electrical rates both now and in the future. |

| Program Description |
| All water heaters which are to be acceptable
under this program must meet the following criteria: |
- Must be an electric water heater
with a minimum tank storage capacity of 50 gallons.
- Each heater shall carry a minimum
tank warranty of 8 years and a minimum warranty of 5 years on all heater parts.
- The heater shall have an energy
efficiency factor of .93 or greater.

| Upon the customers purchase and installation of this water
heater, through the dealer of their choice, the Utility shall cause to be installed a load
management controller which will enable the water heater to be controlled by the Utility
during peak system usage periods. |
| Upon program application and sign-up by the customer, and
after final inspection of installation of water heater and load management controller, the
Utility will issue a rebate which will allow the customer a high quality, energy-efficient
water heater at a very low cost. |

| Eligibility |
| The program is available to all Detroit Lakes Public Utility
electric customers who agree tot he terms and conditions of this program. |

| Terms and Conditions |
- The water heater must meet all
program criteria and be fully approved by Detroit Lakes Public Utility
(DLPU).
- All water heaters are to be
purchased through DLPU approved retailers and installed in accordance with
DLPU
regulations.
- The customer shall permit and agree to the
DLPU's
connection of load controller to the water heater and to its control of
operation.
- The customer shall provide for the
installation of all wiring as required by the DLPU for connection to
the Utility's load management equipment.
- The customer shall permit DLPU to
periodically inspect the installation and to maintain DLPU's load
controller.
- Any customer who has caused a
disconnection or removal of load management equipment shall be
billed an additional service charge of $2 per month for uncontrolled
water heating or refund to DLPU a portion of rebate as pro-rated to
remaining years of water heater's tank warranty declared at time of
rebate.
- DLPU shall not be liable for loss or damage
caused by normal interruption of service.
- No other utility sponsored incentive rates,
rebates or credits are offered by, or in conjunction with, this
program.
- As a participant in this program, the customer can personally
receive one of the following rebates from the DLPU or can elect to have
DLPU pay
the rebate directly to the dealer and thereby reduce customer cost to dealer.
8 year tank warranty... $140 per heater
10 year tank warranty... $180 per heater
Lifetime tank warranty... $215 per heater
Replace fossil fuel installation, an additional... $50 per heater
- No connected water heater location, nor customer at said
location, will be eligible for the program rebate more often than once during any 10 year
period.
- All applications must be submitted to DLPU for
connection of load management equipment and approval for eligibility
of rebate within sixty (60) days from installation of water heater.
